Tennessee tornado and flood combo - coverage nightmare

The storms that came through middle Tennessee brought tornadoes AND flooding. My house got hit by both - wind damage to roof and flooding in basement.

Insurance is trying to blame all ground floor damage on flood (not covered) and only pay for wind damage to roof. How do I fight this? Some of the damage was clearly from wind-driven rain, not rising flood water.
