Rhode Island coastal property insurance - options?

Looking at buying waterfront property in RI and the insurance quotes are shocking. Some insurers wont write at all, others want 10k+ per year.

Is there a state beach plan in Rhode Island like other coastal states have? Or is this just the reality of coastal ownership now?
