NC Beach Plan - understanding coastal insurance

Buying a house on the Outer Banks and trying to understand the NC Beach Plan. Is this my only option? The premiums seem high but I hear regular insurers wont write policies out here.

Also confused about the separate wind and hail policy thing. Do I need two policies? How does this work with flood insurance thats also required?
