Monsoon flooding in Phoenix - does homeowners cover this?

The monsoon season hit hard this year and we got water intrusion in our garage and part of the house. Insurance is saying flood damage isnt covered under our homeowners policy.

But this wasnt like a river flooding - it was just heavy rain overwhelming the drainage. Is there a difference in Arizona between "flood" and "water damage"? Seems like a technicality to deny my claim.

Anyone dealt with monsoon damage claims in AZ?
