Mississippi Wind Pool - is this my only coastal option?

Trying to buy a house on the Gulf Coast in Mississippi and cant find regular homeowners insurance. Everyone keeps pointing me to the Mississippi Wind Pool.

How does this work exactly? Is it just wind coverage or full homeowners? And I keep hearing about "wind vs water" disputes - how do I protect myself from that?
