Las Vegas monsoon flooding - claim denied

The monsoon rains flooded our garage and damaged a bunch of stuff. Insurance saying it needs separate flood coverage which we dont have. But this was rain water, not a river or anything.

Is this right for Nevada? Seems like regular water damage should be covered. The rain overwhelmed the street drainage and water came in under the garage door.
